What I do is go to my state politician's websites and email them when I see something wrong or have a personal problem. I have been pleasantly surprised with the results, though not always of course. I got a Senator involved in getting a curb cut for wheelchairs put in front of my building. Sometimes one person can make a difference. You might get a group of parents of autistic children to all write to your state leaders with your concerns. It's a start.
